The Defense Department announced today it is revising and extending by five years a test program designed to encourage major defense contractors to subcontract more with small and disadvantaged businesses. The idea behind the plan is to see if large vendors can ease some of their administrative load by subcontracting with smaller companies while also giving these companies the opportunity to compete for a piece of a government contract.
