GAO: New Investment Approach Needed for Strategic Forces

The Defense Department's ability to effectively modernize its strategic capabilities is hampered by an incomplete long-range budget picture. That's the assessment of congressional investigators, who argue in a new report that the Pentagon overlooks $156 billion in programs essential to its "new triad" concept for improving nuclear forces.
