The Pentagon plans to transfer $11 million to help finance rate adjustments and increased material costs on the Joint High Speed Vessel program, Defense Department Comptroller Robert Hale told lawmakers. In a Nov. 19 letter, Hale said the cost increases concern the second ship in the Spearhead class, the Choctaw County (JHSV-2).
