House authorizers have proposed dramatic changes to the makeup and mandate of future panels tasked with assessing Quadrennial Defense Reviews. A congressionally required panel is currently assessing the QDR published Feb. 1. But in four years, the House authorizers want a more powerful National Defense Panel to take its place.
