House lawmakers: Defer to 2016 requirements for PAR program

A provision in the House Armed Services Committee's mark of the fiscal year 2018 defense policy bill instructs the Air Force to revert requirements for the Presidential Aircraft Recapitalization program back to those included in the Dec. 14, 2016 systems requirements document, and blocks any further changes unless the Air Force secretary approves them with an assurance to Congress they are needed. Lawmakers also want to ensure that at least half of the money spent for engineering and manufacturing development...
