Lawmakers raise questions about Open Skies recapitalization, want answers on Russia

House appropriators are pushing to restrict the Air Force's OC-135B Open Skies recapitalization due to concerns about the program's direction. While the Air Force requested more than $222 million to buy two small commercial aircraft for the Open Skies mission in fiscal year 2019, the House Appropriations defense subcommittee argues it should instead shift $21.4 million toward integration and risk-reduction work on the planes.
