Army leaders have crafted a drawdown strategy that insulates the institutional, non-operational portion of the service -- numbering upwards of 90,000 soldiers -- from personnel reductions as part of a plan to quickly reactivate experienced mid-grade leaders in the case of a future ground war, according to officials.
