Mattis says Russia should 'suffer consequences' for Ukraine, but seeks sanctions waivers

Defense Secretary Jim Mattis said today that Russia "should suffer consequences for its aggressive, destabilizing behavior and its illegal occupation of Ukraine," but is asking Congress to waive sanctions on U.S. allies who purchase Russian weapons. Waiver authority for the Countering America's Adversaries Through Sanctions Act, Mattis said in a statement, is "imperative" for U.S. allies who might otherwise be driven closer to Russia.
