McCain Questions Army Leaders About FCS Contracting Agreement

Sen. John McCain (R-AZ) today questioned Army leaders about a special contracting mechanism for the Future Combat System that is exempt from certain government regulations. FCS, estimated to cost about $133 billion between now and 2016, is governed by a contractual entity called an "other transactions agreement." Boeing is the FCS lead systems integrator. OTAs were first used by the Defense Advanced Research Projects Agency in the late 1980s. The goal was to exempt companies that weren't traditional defense suppliers...
