Much To DOD's Chagrin, Congress Requires Personnel Reporting

In the newly passed defense authorization bill for fiscal year 2011, Congress is requiring annual reports from military departments and defense agencies on steps they have taken to rebuild the workforce -- a provision the Pentagon has called "unnecessary and excessively burdensome" and urged leaving on the cutting room floor.
