New DOD Policy Targets Terrorist Groups' Financing; SOCOM Has Lead

Deputy Defense Secretary Gordon England this month approved a new Pentagon policy governing military efforts to disrupt terrorist groups' funding streams. The Dec. 2 "counterthreat finance" (CTF) policy targets the financing methods of "illicit trafficking networks" -- including drugs, weapons, persons or weapons of mass destruction smugglers -- as well as "terrorist revenue and logistics."
