New National Military Strategy Outlines Force-Sizing Challenges

Defense planners and programmers must take into consideration the potential for small contingencies to become large-scale campaigns and progress with transformation when implementing Defense Secretary Donald Rumsfeld's new force-sizing construct, according to a draft version of the "National Military Strategy."
