Pentagon begins sweeping overhaul of joint requirements process

Months after signaling plans to scrap its two-decade-old joint requirements system, the Pentagon has formally implemented a detailed replacement framework, redefining the role of the Joint Requirements Oversight Council, giving services greater authority, and tying requirements more directly to funding.
