Defense Secretary Donald Rumsfeld would recommend a veto of the fiscal year 2003 defense authorization bill if the Senate Armed Services Committee's provisions on missile defense funding and management are included in the version sent to the White House. In its mark-up of the defense bill, the committee decreased President Bush's $7.8 billion budget request for missile defense by $814 million, funneling most of the proposed budget cut to shipbuilding accounts.
