Senate Endorses Legislation to Establish U.S.-India Cooperative Threat Reduction Program

Before passing legislation last week to lift restrictions on U.S.-India nuclear cooperation, the Senate added an amendment to the bill that would establish a cooperative threat reduction program involving scientists from both nations. Sen. Jeff Bingaman (D-NM) offered the amendment, co-sponsored by Sen.
