Former Chairman of the Joint Chiefs of Staff Gen. John Shalikashvili delivered a report to the president today that offers a number of recommendations to garner additional support in the Senate to ratify the Comprehensive Test Ban Treaty, which fell 19 votes short of ratification in October 1999.
