Spencer: Navy will ask Congress to allow fifth ASN

The Navy will send Congress a legislative proposal to allow for a fifth assistant secretary position, according to the service's top civilian. Navy Secretary Richard Spencer today told the Senate Armed Services Committee about the upcoming proposal during a hearing on the Navy's fiscal year 2020 budget request. Spencer did not elaborate on the proposal during the hearing, but the secretary's comments come as the Navy and Congress have been discussing a new senior civilian for information management.
