Pentagon watchers predict Raymond DuBois' expected departure as the Defense Department's top environment official will not alter the Pentagon's push for legislation to relax environmental requirements for the military. DuBois has been a chief proponent of the department's Readiness and Range Preservation Initiative (RRPI), controversial legislation that would ease requirements, and in some cases provide legislative exemptions, for military readiness activities under five environmental laws.
