Winter Sworn In As Navy Secretary

Donald Winter, a former defense industry executive, was sworn in as Navy secretary this morning. The Pentagon is preparing an official announcement. The Senate confirmed Winter last year, but before he could become the sea service's top civilian leader the job had to be relinquished by Gordon England, who until recently was dual-hatted as acting deputy defense secretary and Navy secretary.
