DOD instruction on urgent capability acquisition

The Dec. 31, 2019 Defense Department instruction "establishes policy, assigns responsibilities, and provides procedures for acquisition programs that provide capabilities to fulfill urgent operational needs and other quick-reaction capabilities that can be fielded in less than two years."
