DOD's June 2018 omnibus reprogramming request

On July 11, 2018, Pentagon Comptroller David Norquist submitted an 85-page omnibus reprogramming request to Congress seeking permission to shift more than $4 billion in funds appropriated in fiscal years 2016, 2017 and 2018 to higher-priority programs in FY-18.
