PSC letter on Section 3610 guidance

In a May 22, 2020 letter to the Defense Department, the Professional Services Council sends comments about draft guidance issued earlier that month related to implementing Section 3610 of the CARES Act, which is meant to provide reimbursement for contractors unable to work because of the coronavirus outbreak.
