Rood letter to Congress on military aid to Ukraine

In a May 23, 2019 letter to House Armed Services Committee Chairman Adam Smith (D-WA), Under Secretary of Defense for Policy John Rood writes the Defense Department is on track to provide aid to Ukraine because it had "certified that the Government of Ukraine has taken substantial actions to make defense institutional reforms for the purposes of decreasing corruption [and] increasing accountability."
