Seeking ISR Briefings

The House Armed Services intelligence, emerging threats and capabilities subcommittee is calling on the chairman of the Joint Chiefs of Staff to brief Congress "on the intelligence, surveillance and reconnaissance requirements, by specific intelligence capability type, of each of the combatant commands." These briefings should include information on how satisfied each of the COCOMs are with their ISR requirements, as well as a "risk analysis identifying the critical gaps and shortfalls in such requirements in relation to such satisfaction rate," according to the subcommittee's April 29 mark.

The panel also calls for the under secretary of defense for intelligence to provide annual briefings on short-, mid- and long-term strategies to address COCOM critical ISR needs. The briefings should accompany the department's budget requests each year from FY-16 to FY-20, the panel states.
