Kendall Memo On 'Actions To Improve' Competition

The Aug. 21, 2014, memo from Frank Kendall, the under secretary of defense for acquisition, technology and logistics, lays out new steps and guidance intended to "improve the competitive environment" following four years in which the Defense Department "has not met its competition goals."
