As officials from the Obama administration set off for Europe last week to mark the commencement of the follow-on Strategic Arms Reduction Treaty, the administration was also considering what treaties it would attempt to ratify in 2011 -- and it looks like the U.N. Convention on the Law of the Sea is destined for the top of its list.
