Lawmakers have provided hundreds of millions of unrequested dollars for a Pentagon program that seeks to help fund innovative defense technologies. In the fiscal year 2016 omnibus bill, which President Obama signed into law Dec. 18, lawmakers provided $250 million to the Defense Department's Rapid Innovation Fund.
