Carter, Dunford tout momentum in ISIL fight

The United States and its partners have gained momentum in the fight against the Islamic State of Iraq and the Levant and are eyeing upcoming steps to further degrade the terrorist group, according to Defense Secretary Ash Carter and Chairman of the Joint Chiefs of Staff Joseph Dunford.
