CODSIA letter on draft DOD guidebook for acquiring commercial items

On May 1, 2017, the Council of Defense and Space Industry Associations sent a letter to the Pentagon recommending changes to a draft commercial guidebook meant to clarify how to determine whether an item is commercial and what its price should be.
