GAO faults requirements workforce cuts for MDAP challenges

Years after the cancellation of multiple programs costing billions of dollars, the Army's "un-executable requirements and negative program outcomes . . . continue to exist," according to federal auditors. A Government Accountability Office report released June 22 distinguishes successful acquisition programs as those with "requirements informed by early, robust systems engineering analyses," and warns that a shortage of requirements developers imperils that objective. GAO also faults the Army for failing to assess the appropriate composition of its requirements development workforce...
