Pentagon memo on IR&D

In a Sept. 14, 2017 memo signed by Shay Assad, director of defense pricing, the Pentagon rolls back a controversial requirement that a contractor engage in a "technical interchange" with a Defense Department employee for its independent research and development costs to be considered allowable.
