Army secretary details planned acquisition reform efforts

Acting Army Secretary Ryan McCarthy issued a directive Sept. 12 outlining implementation plans for a pair of acquisition reform initiatives. The memorandum cites steps taken by senior service leaders in response to the Fiscal Year 2016 National Defense Authorization Act that "directed the Army to report on efforts to link and streamline its requirements, acquisition, and budget processes."
