DIB's 'ten commandments of software'

On April 26, 2018, the Defense Innovation Board unveiled draft recommendations titled "Ten Commandments of Software," one of which calls on the Defense Department to have access to the source code for software running on custom-built systems if officials want to improve security, performance and the speed at which DOD fields software updates.
