CAPE, DOT&E report on the Army's network strategy

The April 30, 2018 report from the director of the Pentagon's cost assessment and program evaluation office and the director of operational test and evaluation tells lawmakers that the Army's strategy to transform and modernize its tactical network has merit, but cautions it is too early to predict success and urges the service to further develop its implementation approach.
