The Pentagon's top procurement official has formally announced a "comprehensive restructuring" of the Joint Strike Fighter program, revealing that the Defense Department in November quietly initiated a review -- still under way -- that was "undertaken as though the JSF program was in Nunn-McCurdy breach."
