The Army Tactical Wheeled Vehicle Strategy issued and then withdrawn by the service this week says the potential lack of funds poses a major risk to the plan, which calls for an investment of $2.5 billion annually through fiscal year 2025. Lt. Gen. Robert Lennox, the Army's chief programmer and the officer who signed the strategy, complained this week at a conference that a $2.5 billion investment would fall $1.2 billion short of the service's requirements.
