The Defense Department is appealing a proposed Senate legislative provision designed to torpedo the military's role in an Obama administration energy initiative to launch a biofuels production infrastructure by pairing government spending with private investment, a project Navy leaders believe is key to their goal of weaning the fleet's ships and aircraft from their reliance on fossil fuels.
