Army's 'Non-Deployable' Rate Increasing; Rapid Equipping Force Part of the Solution

Due to the high operating tempo in combat operations, the number of soldiers that fall into the "non-deployable" category is increasing, affecting the Army's end strength, according to the service's vice chief of staff.
