Auditors find Navy bears majority of cost overruns on ship contracts

The Navy has paid for the majority of cost overruns on contracts for its major shipbuilding programs over the last decade, according to a recent Government Accountability Office report. The audit, released last week , examined six fixed-price incentive (FPI) contracts awarded by the Navy over the last 10 years covering a total of 40 ships.
