DOD use of OTAs as 'workarounds' could shape Section 809 review

The chair of a panel tasked with helping the Defense Department streamline its acquisition process said this week that the department's increased use of certain "workarounds" to the traditional processes provides important insight into which parts of the system need to be fixed.
