GAO: Defense contract obligations dropped by 31 percent from FY-11 to FY-15

The onset of budgetary sequestration in 2013 contributed to a decline in contract obligations across the government over the course of a five-year period, with a majority of that decrease coming from the Defense Department, according to a new report from the Government Accountability Office.
