House lawmakers completed draft legislation this morning that would establish a new Homeland Security Department, paving the way for a floor vote next week. Capitol Hill sources say staff from the House Select Committee on Homeland Security, chaired by Majority Leader Dick Armey (R-TX), spent most of last night and even today's early morning hours constructing the chairman's mark of the bill.
