No updated planning guidance sent to shipyards under short-term CR

The lack of a fiscal year 2016 budget has not yet forced the Navy to revise the annual execution guidance it issues to the public shipyards, but a longer budget impasse may force the service to retool those planning documents, according to a Navy spokeswoman.
