House and Senate lawmakers have finalized a massive defense policy bill that blocks the delivery of the F-35 Joint Strike Fighter to Turkey pending a report from the Pentagon and allows new sanctions waivers for U.S. allies who purchase Russian weapons, according to congressional staffers who briefed reporters on Capitol Hill.
